I was thinking Central Michigan or some other Group of 5 program. Doubt he'd leave for Low APR U.
I think those who think Kelly will take a below-market contract just because he's getting two paychecks don't understand these guys - it's never enough money until they retire. Whomever hires him will pay market rate, whatever that ends up being. Kelly may have all kinds of NFL stink, but he was a GREAT college coach and that's what schools are going to hire.

Another name to consider...
Justin Wilcox, DC at Wisconsin. He is a former UC assistant held in high regard by the C.al community. I would not be surprised to see him and Tosh Lupoi (as the DC) return to Berkeley.Â

Lupoi gets more reprieves than Caryl Chessman.

Why do people say this? It's very obviously not true. Belichick, for one, offered Kelly a job if he wanted one last year and surely would again. Would Kelly want to be an OC/assistant after being a HC? Who knows? Would he want to go back to college and have to deal with recruiting and boosters again? Who knows? But going to Cal would be really odd for him.

Just wondering...if Dykes is somewhat publicly interviewing for other jobs, and perhaps bad mouthing his current job, could Cal reasonably claim that Sonny breached his contract with them and so no more money is owed?

I've read that Kelly has said since being fired that he would be willing to be an OC or go back to college. I actually think Cal would be a great spot for him.

This is an interesting angle. It's being reported that the buyout was $6MM, but I don't think this number is any smaller than it was suppose to be in his contract.
This is really the nut of it, from Cal AD Williams:
Our objective is long-term financial sustainability for our department. In order to do this, we understand that investing in football is critical. We believe that this change will reinvigorate the program, stimulate lagging ticket sales and renewals, and energize our donor base.
Translation:
We're hemorrhaging cash. Football revenue drives department funding, and nobody wants to pay for the lousy product we've been putting out lately. Now, with even greater financial pressure, we've realized it actually costs us more money in the long run to not invest in our football program. So even if the faculty doesn't like it, we've decided we simply must make market rate investments in our football program to compete with the likes of Oregon, Washington, Stanford, UCLA, and U$C.

Revealed preferences. Cal states they want to improve graduation rate and academics, and hire someone who delivers on that, but his w/l record was mixed. That he was fired reveals what Cal really values.

To be fair, I think every program values w/l record to some degree. And Stanford (and to a lesser degree of success on the field, places like Vanderbilt and Northwestern) have proven that high graduation rates and on-field success are not mutually exclusive. Dykes helped to deliver on one part of that equation (cannot assume he is the sole factor in improved academics), but failed on the other. Add on top of that the repeated interviews with other places, makes one wonder if
he actually believes academic and athletic success can go together, in spite of the examples around him.Â
That actually brings up my greatest reservation about whether Chip Kelley would be a great fit at Cal: is he wiling to go to a program that really is committed to both? (assuming for a moment that Cal really does want both forms of success.) Why not wait for a program that really only cares about football? OTOH, Kelley is definitely a Pac-12 guy, based not only on his track record but also his focus when he had personnel control in Philadelphia at repeatedly drafting Pac-12 players. Maybe this conference is part of his comfort zone.

Lots of schools value w/l over academics. Cal would hardly be the first school to fire their coach despite improved academics. The difference is that a) academics were given as a reason his predecessor was fired and b) cal went out of its way to tout academics.
As I said, revealed preferences. My guess is that if the next guy delivers the wins, it won't matter if the apr slips.

The new coach has to deal with the slightly tougher GPA screen now. It will be a touch tougher to get good players in, so doubt the new coach will worry about APR. Easy enough to claim the new screen should address the APR. If it is still low than UCB doesn't do enough to support the players has nothing to do with the academic ability of the kids. Coach will focus on wins (a.k.a his only priority).Â
Kelly could do so much better than UCB. So, so much better. There are plenty of Big 12 programs that would love him. There are other Pac-12 programs with bigger budgets and better brands for recruiting. Maybe Kelly couldn't find anything better, so who knows. Kelly's voice is not good for TV or Radio, so he can't just sit in the booth for 12 months while waiting for a top tier college opening.
Recruiting has to fall apart if they don't get a coach in ~5 days, so have to believe UCB either fired for cause or has a very desirable coach coming in.Â
If a very desirable coach, then I give that coach 23 months before going to a better gig. Almost easier for the conference to recruit against a big brand name as that coach will be more valuable than whatever the UCB AD can afford.

Cal's recruiting class isn't all that big or impressive, but it will not fall apart. Most Cal commits, like Stanford commits, chose the school as much as the coach.Â
I haven't believed Kelly would want Cal either, because they now need 80% of recruits to have a 3.0+ high school GPA in core classes. Stanford fans can scoff, but this would probably give Cal the second most demanding entrance requirements in the Power 5 to Stanford.
If they can become a program that recruits nationally, they can probably find enough good players to compete with a good coaching regime. They could become a much bigger recruiting rival to Stanford with a compelling head coach.Â

I see two big draws for Kelly at Cal: proximity (he won't have to move) and the California recruiting network he enjoyed while at Oregon. If he were to go to the Big 12 (which school?), does he have the relationships with Texas high school coaches and families needed to recruit competitively? His name has cache in California, not just from his stint at Oregon but also with the 49ers.

Cal fans are under the deluded idea that they can get Mike McIntyre.

Wilner disabused them
Of the notion, but thinks Cal is a better destination. I disagree; Cal is the fourth (maybe fifth) most desireable destination for recruits in California; Colorado's recruiting base is basically the entire mountain time zone outside of the state of Utah, plus they can reach into Texas and California.

When at Oregon, the program was really hitting the big time. They were recruiting well beyond Oregon and California. Most of the Big12 pays better than UCB. Also, by going to the Big12 he avoids returning to the same conference. Going big to the NFL and coming back to college doesn't look as big of a failure if he goes to a big budget, big brand Big12 program.Â
Going to UCB is just a big step down from Oregon.
But whatever. If he goes to UCB every coach in the conference will tell recruits he is just there until a better option opens up. A player thinking about making a 4 or 5 year commitment will likely want a coach with slightly more established roots.

Pat Forde also speculating Justin Wilcox:

That would be an interesting hire from a Stanford perspective -- 2015 aside, Wilcox has often given Shaw trouble.

Probably only if he did so in public, which I've not seen/heard
