The number of club sport athletes at Stanford almost certainly will go up because some of the 11 dropped varsity programs will become club sports.

I don't know that they would "become" club sports.  I know there were separate club and varsity men's volleyball programs in existence.

I think some sports like rowing and sailing will do fine as a club sport as many of the teams that they compete against are clubs, but I think sports with scholarships that compete against primarily other varsity programs may not be viable and nationally competitive as a club sport (i.e. wrestling, volleyball, synchro swimming).
