In Nascar they generally don't red flag the race for a caution at the end (they will if it looks like the cleanup will take a long time and then stop the cars on the track to preserve fuel)
If caution after the leader starts the final lap and then there is a caution flag the race is over, but final placing is the order when they cross the finish line for that lap, so if the leader can and does complete the lap they win, if they cannot (crash damage, run out of gas etc) then someone else wins
If caution with less than two laps they will restart after the caution period ends and run two laps, green-white-checkered (and if there are additional cautions after the first restart they will try two more restarts).
