Comparing the number of starters (22 for football, 10 for basketball, because it has both men's and women's squads) offers a better perspective. By that measure, football still comes out ahead.

Given that there are more than 3x as many schools that play basketball as play football, shouldn't we include that as a factor as well?

A confounding variable here is that the Basketball HOF includes players from all parts -- American pro, American college (women's, men's) and players/coaches/etc. from abroad. The main critique I've heard, actually, is that the Basketball HOF is too easygoing on college and international figures and too strict on NBA figures.
