True, but Colorado had one big advantage. It was not cal ;D

Colorado has a national championship in its recent past. The current athletes may not know much about it, but alums in their 40s and older certainly would recall that bit of tradition. So the right coach could tap into that championship legacy, raise funds, and have alums that remember the school wide effort it took to get to that level.
Colorado is pretty much THE top dog in most of the mountain states. UCB isn't even the top public football program in the state, and often loses recruits, even 3.0+ GPA types, to UW, UCLA, etc. etc.
I always thought McIntyre's ability to bring SJSU success was noteworthy. Therefore, I thought he was the better coaching option for any Pac-12 program. I guess, in the end, the fact that he is not at UCB proves he was/is a very good football coach.

From 1985 to 2007, Colorado went to 18 bowl games, missing only five seasons. In that same stretch, Cal went to 9 bowl games. In the last five years, however, Cal has gone to two bowl games and Colorado one. So from the PoV of athletes, they're probably close to the same. Colorado had zero talent when MacIntyre took over, they were so overmatched on the field. He's done a stunningly good job. But Cal would never have hired him because...well..you know...he was at San Jose State.

Any word on who the DC might be, or that Cal is going to pay market rate for assistants?

OTOH an aggressive coach could really sell the "top public university in the world" angle. It worked for Jaylen Brown in 59er basketball.

Cal is arguably the best public university in the US. It is not the best public university in the world. Oxford, Cambridge, Imperial College London, and ETH Zurich Swiss Federal Institute of Technology Zurich all are ranked above UC Berkeley. It's not a distinction that matters as far as football, but it's an important distinction. Nevertheless, there's not a massive difference between the top 25 or so universities.

That of course depends upon who is doing the rankings and what they are ranking. Putting together such rankings based upon ... something has become a bit of a cottage industry.
These guys are one of the better known rankers of world universities, and they have Berkeley as #3 overall behind only Stanford and Harvard. The Shanghai ranking is probably a little more research based than most.

The Times of London is probably the best known of these rankings, though it is also well known for being very Commonwealth-centric.
They have our friends across the Bay at #13, behind Oxford (#2), Cambridge (#4), Imperial College (#8) and ETH (#9). All public as most universities outside of the USA are public.

Well, sure, you guys can debate your facts and stuff but...obviously recruiting claims just have to be truthy. Calling the 59ers the top public U in the world is pretty low on the spectrum from "puffery" to "highly truthy."

Pretty hard to give credence to a ranking system that claims all the top universities are in one country, even if that country is U-S-A! U-S-A!
QS World Rankings
Times Higher Education rankings

Why is it difficult to lend credence to these rankings? After all, the USA is the greatest nation on earth.

Put me in group that thinks:
×ÉÉ could do a LOT better than hiring Chip Kelly
Wow, a LOT better than a coach with a record of 46-7 (33-3 in conference), twice national coach of the year in a span of four years. Worst season was his first (10-3, final ranking was #11), finished in the top four nationally every year thereafter. ×ÉÉ must be a much more desirable job than I thought if they can recruit someone who is a LOT better.
This is what I meant when I said the NFL stink will hang on Chip Kelly. He was a ridiculously strong coach for Oregon, but we have multiple people on this site saying, "Yeah, ×ÉÉ could do a lot better" because he walked into a no-win situation with horrendous people like Jed York and Trent Baalke and a roster bereft of talent, with no strong position coaches or OC's wanting to join him. Total recency bias.
I agree with your point that Kelly has a fantastic record as a college coach and could resume that career and get back that success. (Think: Saban, Pitino, Calipari as other great college coaches who failed in the pros but resumed their success when they returned to university level sports). But I disagree that the NFL stink with Kelly is only about his time with the 49ers. He was already stinking from his last couple of years with Philadelphia. One could argue that he only took a bad 49ers job because that previous experience left him reeking.Â
I think Kelly's system fits great with the college game, but not so much with the pros (and maybe not so well against the Alabama's of the college world, with their athleticism on the defensive side of the ball). And I also think Kelly's personality may not work all that well with grown men. But college athletes who are more under your control and only passing through for a few years: perfect.

The mere possibility of Kelly coaching at Cal should be unsettling to us as Stanford fans.

Good question re: whether the new HC willl be able to pay market rate for the assistants. This has been a major issue for years at Berkeley. I have no idea how things will play out.

Pretty hard to give credence to any of these ranking systems if you think too hard about what goes into them.

Hiring a current coordinator will help.
