They point out that most of the measured wells are measured only twice a year.   If you click on one of the dots, you can see a time series of levels for that well.   Central Valley has been going down over the years.  Bay Area seems pretty good.

Back when I taught environmental economics, we had a segment on aquifers.  There are basically two types: those that have a clay layer above them and all the others.  That clay layer pretty much prevents any recharge at all.  The others will recharge, albeit slowly.

Drought restrictions are ending in the Bay Area. Snowpack is 248% of normal. Today, the Santa Clara Valley Water District Board will vote to end the drought emergency. SJWC (serves 1 million customers) and other agencies are dropping water emergency surcharges and lifting the 2 day watering per week limitation:

The water emergency on the Colorado River still exists, and the government wants to consider implementing cuts, despite the wet winter:

I'm concerned that those numbers look lower than I'd think for the amount of rain that we've had.

Ignore the reservoirs that are going to get snow melt and might overflow if not brought down.
For instance, San Luis is at 116% of normal.   I've driven past it in the last 2 weeks and it appeared very full.  Is it really the case that we can only store 16% more than "normal"? 

I've always thought of "normal" as pretty dry and California needs to store more water when the year is wet.  16% more doesn't seem like a whole lot more.    (Yes, I'm only looking at one reservoir)

San Luis is abnormal, in that it isn't part of the flood control chain along the major California mountain ranges, so it's "normal" for this year is very close to capacity.  In fact it is sitting at 99% capacity IN APRIL according to this data.  

Water managers can do this because San Luis is separate from any higher mountains or rivers and gets no inflow from run-off.  Instead it is filled with water pumped directly from the delta and used for energy production (essentially a large gravity powered battery for the electrical grid) and storage for the California Aqueduct.  

Very few other reservoirs can afford to be at capacity in April.  They need storage for all that snowpack - currently over 240% of normal for this year.   That's one heck of a lot of water that will be cascading into those reservoirs in June-early August. If you look at the flood control reservoirs they are reserving ~40% capacity for run-off. Don't worry they'll be full soon enough ... or at least as full as the water managers feel safe in allowing!

What do you suppose will be the effect on aquifers, of releasing the excess water from the reservoirs and the snowpack? I know that ground aquifers have been severely overtaxed...will the expected water releases over the summer rebuild the aquifers? If so...what portion will be replenished?

It seems to me that some or most of the underground aquifers may never recover. I don't mean that they won't show high levels but that some of the underground voids that were filled with water disappeared when water was extracted AND the ground above subsided. Here's the USGS website on land subsidence and groundwater pumping.

I'm not an expert on groundwater policy and aquifer recharge but have been an interested observer for years, mostly for the Central Valley.  In general the valley has been pumping from local aquifers at an unsustainable rate but interest in sustainability and actual practices of groundwater recharge have been growing since the 1970s and accelerated in the 2000s.  The 2014 SGMA (State Groundwater Management Act) is pushing for sustainable groundwater use by 1940.  Lot's of work to do but I'm more optimistic now than I was 20 years ago.  We won't get to where we started but sustainable use is possible.  Remember the central valley was once a sea in geologic time and some of the deep groundwater had millenia to form.  A good water year isn't enough to make up for what was pulled out over the last brief 100 year period of very rapid use.

Having said that this 2022-2023 will be a good water year and the aquifer will "bank" recharge water to help make up for some of the most recent 5 year drought impact.  Not all of it and groundwater recharges slowly and unevenly based on lots of factors but it will help.  Ground water banking, recharge policies, understanding the recharge pathways, and the political will to make this possible will count for more.

Stanford is in the far north of Santa Clara County, but SCC has one of the oldest and most successful turnaround stories when it comes to recharging aquifers.  In its agricultural days, so many wells were constructed to irrigate orchards that much of the northern half of the county sank up to 13 feet.  Downtown San Jose had severe subsidence that damaged many buildings.  Beginning in the 1920s San Jose began to construct over 100 "percolation" ponds--ponds in strategic locations over gravelly soil that allows water to soak in and reach the aquifer.  I used to live near a string of these ponds on Penitencia Creek in the eastern foothills of San Jose.  The percolation ponds plumped the aquifer back up again, along with restrictions on pumping groundwater, and the subsidence had halted by 1970.

I do wonder whether the reappearance of Tulare Lake will have some positive effects on the aquifer in that region--or if the lake bed is not porous and the water is just going to sit on the surface.  Will it work like a percolation pond, or not?  Sure is making a mess out of Tulare county, and the snow has not started to melt yet.

Marc Reisner's classic Cadillac Desert discusses the depletion of the aquifers of the high Great Plains, too, and that book is now almost 40 years old.  The plains states have been "mining" million year old water to support their growth, but that water will not be recharged and eventually it will run out.  Anyone know if those practices have been reformed in the last few decades?  The diminishment of the Colorado River flow is just going to add to the pressure to pump.

Not just lowering the surface. Depends on what lies between the surface and the aquifer. Gravel is best, followed by dirt. Clay layer? Aquifer will recover so slowly (in human terms) that it might as well be gone. I used to teach this stuff.

Yosemite NP will be closed from this Friday (April 28) until at least May 3 (but probably longer) as the weather heats up in the central Sierras. 

There's a link to the NPR article on this below but I've excerpted the first paragraphs in line.  

Note that there are no flood control dams on the Merced and Illilouette rivers above Yosemite Valley so a quick thaw will lead to flood conditions in the valley.  Downstream from Yosemite river flow is checked primarily at Lake McClure/New Exchequer dam before eventually joining the San Joaquin (near Turlock). Lake McClure is currently at 60% capacity while Don Pedro (fed by the adjoining Tuolumne watershed) is at 70%, both a bit higher than I might expect.

Actually, Don Pedro is at 77% of capacity with 1,654,211 acre feet of storage.  That's 101% of average.  They have been releasing quite a bit of water to prepare for the snow melt.  Don Pedro hit a peak of 1,792,736 acre feet or 88% of capacity on March 22.  Same thing with McClure.  On March 18 McClure peaked at 838,583 acre feet or 82% of capacity.  Today McClure is at 623,592 acre feet or 61% of capacity.  That's 106% of average.

I'll bet both will exceed their 2023 peaks fairly soon.

At the considerable risk of turning this into a real water wonk thread I add the following:

The independent/local waterboards are slowly responding to Governor Newsome's March decision to no longer require Level 2 Drought rules across California.  Notice he didn't REQUIRE they move to lower levels he simply left the decision to the local water boards. (At least that's how I read it).

The excerpt below is the response I see in the State Waterboard website - Note the Level 2 demand won't be enforced on urban water suppliers.  (Link to source at California State Waterboards website below. For real nerds (like me!) I've also linked Governor Newsome's press release below):

Quote:The emergency drought proclamation and emergency water conservation regulations are still in effect: Governor Newsom’s March 24, 2023, Executive Order (N-5-23), which reduced emergency drought requirements, does not immediately terminate current State Water Board (Board) water conservation emergency regulations. Please see below for more details, which are accurate as of April 4, 2023.

For urban water suppliers, Level 2 demand reduction requirement will not be enforced: 
The requirement for urban water suppliers to implement demand-reduction actions that correspond to at least Level 2 of their water shortage contingency plans will expire in June 2023, unless the State Water Board revises the Emergency Regulation to Reduce Water Demand. The board is not planning to enforce this requirement given current hydrologic conditions. Also, at this time, the Board does not plan to readopt this requirement before it expires.

For commercial, institutional, and HOA common areas, decorative grass watering remains banned: 
The Emergency Regulation to Reduce Water Demand also bans watering of decorative grass (non-functional turf) in commercial, industrial, and institutional areas, including HOA common areas. The Board may continue to enforce this ban and may consider readopting it. This ban coincides with the state’s long-term goal of Making Conservation a California Way of Life, regardless of the weather.

For all Californians, prohibition on wasteful water uses remains in effect: 
The Emergency Regulation to Prohibit Wasteful Water Uses (like refilling fountains without recirculating pumps, overwatering landscapes, watering grass within 48 hours of rainfall, etc.) is set to expire in December 2023, unless the Board takes further action. The Board may continue to enforce these prohibitions and may consider readopting them. Like the decorative grass watering ban, these prohibitions coincide with the state’s long-term goal of Making Conservation a California Way of Life, regardless of the weather.

LETTING WATER FLOW INTO THE CALIFORNIA AQUEDUCT Over the past weekend, gates were opened at the Kern River Intertie, a connection at the terminus of the Kern River in western Kern County that allows excess water to flow into the the California Aqueduct to be carried south and out of the San Joaquin Valley, said Daniel Wisheropp, a scientist with the state Department of Water Resources. “We started up the operation of the intertie, opened up the gates and started taking Kern River water into the aqueduct this past Saturday,” Wisheropp said. It’s the first time in 17 years that the intertie has been opened. Since the intertie was built by the U.S. Army Corps of Engineers in 1977, it had only been used in nine prior years.
