I'm guessing Oregon QB's have figured out that it's not worth sitting on the bench when the coaching staff will just bring an FCS graduate transfer.

While true, it's also true that all over, a lot of QBs transfer once they realize that their spot on the depth chart indicates they aren't going to play.

My understanding is that common wisdom around Eugene is that Prukop will be the starter next year and Jonsen (formerly Waller), coming off a red-shirt year, is the heir-apparent after that. Mahalak hasn't seen the field yet in two years.

No, the opposite. Low power mode turns certain features off to conserve power.
