Two Questions. . . . -

If KJ hadn't been hurt, how much playing time would Mills have seen at this point of the season?
If both are healthy for UCLA, does KJ get his starting role back?

None.

Really good question. Almost no matter how it is decided, KJ will know he is on a short leash. Will that inspire him to better play, or will it do the opposite? Further, "healthy" is relative. KJ hasn't looked good most of this year. Did the hit in the Northwestern game have lingering effects? Shaw clearly likes both guys, so this is going to be a difficult decision. I have no idea how close KJ is to being "health enough", or how much Mills will be affected by his injury from the UW game. Lots of variables.

Mills threw one ball to Fehoko that KJ couldn't have. Tight coverage and the ball was thrown exactly in the one place where the defender couldn't get it. Not a JJAW jump ball but just a perfect pass. If Mills is healthy he has to start tough decision or not.

Mills will start if healthy. Not almost healthy though. Wally Pipp sadly sits
Well my thought :)

You may be right. However, I am not sure Shaw will be willing to go that way. Mills did great against UW. Is he "better" than KJ? Hard for us fans to really know. Hopefully, the coaches know better than we do, and will make a "correct" call. Unfortunately, UCLA's defense will probably not be the best barometer of who is "better". KJ may start, play well, and still not be the better QB. Or visa-versa.
I really like what Mills showed us on Saturday. He didn't miss many chances. Mills also passes the "eye test" better than KJ. However, he had more opportunities to do well that KJ did, IMHO. Our receivers really showed up against UW, more than in any previous game. KJ has also played very well at times. He may not look as good, but he has won a lot of games. That counts. I think that if both are healthy, KJ starts. That is what Shaw does. That won't change unless Shavita is really convinced that Mills is significantly better. The next game can always be explained as "being extra careful with KJ", but if he is told that they want to make a change, it is hang on as #2 and grad transfer at the end of the season.

Mills is significantly better. If healthy, Costello will start.

That's a disturbing thought. Of course, Costello was significantly better than Chryst and Shaw refused to make the change during the OSU game in 2017, nearly costing us a game. So, yes, you're probably right (unfortunately).

If Costello is healthy he's going to start. If he's not and Mills is healthy, then Mills will start. If neither is healthy, I'd guess Costello will start.
How quickly some forget that Costello was arguably the best QB in the conference last year. When healthy, he's damn good.

+1. I really don't know which QB is "the best". I don't think any of us fans have enough data to know. Maybe the coaching staff does have a definite opinion, which they won't share with us unless and until they have to. It may just be that the team plays better for one QB than the other. Recency bias and a big upset win does carry weight, but are not the whole story.

Gardner Minshaw was the best QB in the conference and it wasn’t close.

+1000. Sorry guys. JJAW and Smith made KJ look so much better than the film shows. Not saying he's bad at all, but it reminds me of Jake Browning's sophomore year (42 tds and 6 picks throwing to John Ross and Dante Pettis...you know how the next 2 years went).
