New Bay Area shutdown - Phogge - 12-04-2020

Alameda County will work out a plan for Cal athletics to practice and play. Ditto SF with the Warriors. Czar Cody will not adhere meaning no Stanford activities until at least Jan 4. So either shut down your hoops programs or move away for at least a month.

Interestingly, there is a carve out for "Entertainment production including professional sports."  Stanford football doesn't qualify because it is neither professional nor (at least in the opinion of many here) entertaining.

As I believe most people already know, most teams have already made arrangements elsewhere. The football team flew up to Seattle early, the mens bb team stayed in NC, the womens bb team is in Vegas for several games.

As has been noted several times I suggest you refrain from the name-calling referring to SCC health officer Sara Cody as “Czar Cody.” As you are probably well aware, she was appointed by a democratically-elected board and no court has found any of her current, active policies unlawful. I disagree her in some areas and with many others, but the name-calling is unhelpful.

I am primarily a Stanford WVB fan.  They could lose every match this season and I would still find them entertaining to watch.  I simply love the sport.  I've watched many of the WVB players at prep tournaments in their younger days and want to see how they develop during their college career.

Y'all should watch this.  There are even questions answered about sports in the reporter Q&A.  Really insightful and makes me appreciate the hell out of our public health leaders. They show compassion, are honest, and are willing to make very tough decisions to protect us. Dr. Cody even provides context for why Santa Clara County has taken sports off the table while other counties haven't. A mystery why San Mateo hasn't joined in as yet.

Snorlax, are you a Bolshevik? Czar is easier than writing her actual title. I guess in StanfordSpeak Czar is name calling but in the real world it is used often. I could call her a bulldog too since she is a tough cookie and looks out for her people. But I guess you would infer that I was calling out her looks. Geesh!

1.  They really are in a tough position, inasmuch as they are flying blind on what really limits transmission and what doesn't.  They know they need to do something, so they take some wide swings.

2.  The one thing semi-disingenous from SCC Health Officer:  "we're really aligning with the State's guidelines, and we're acting as a region because we're not islands . . ."  Sounds good, but SCC is not aligning with state on sports, and San Mateo has not joined in the fun, as you note.

3.  As for sports, the Health Officer's justification in SCC was that "we're seeing spike more than other counties - so we have to be more restrictive."  Um . . . except on retail, where SCC is following state capacity guidelines and not restricting "non-essential retail" any more than essential retail.  Moreover, SCC says other counties will see similar spikes soon enough, which is why acting in unison.  Putting aside that SCC's raw numbers are going to be higher based on population alone, SCC's extra restrictions kind of undercut other counties' rationale for allowing sports where "the teams have testing and other protocols in place that we review and approve."  There is no question the 'Niners (and Stanford) have very legit protocols for their teams - football team has had, what?  1 positive test all fall? - that I'm sure are as strict as Warriors or Cal or what have you.  I presume SJSU and Santa Clara are also putting athletes through strict protocols.  Thus, what SCC is really saying - at least implicitly - is this:  we're right and our fellow regional Health Officers are wrong.  Aren't they?

4.  This leads my jaded self to believe that something else is motivating SCC.  And here's my cynical theory:  (i) the 'Niners and the county have been fighting over $$ since the 'Niners moved into Levi's (hell, probably before they moved in), (ii) this was a way for the county to inflict some pain on the 'Niners at no incremental cost to other SCC residents (no fans allowed to attend games anyway - and they'll be able to watch games on TV no matter where they're played), and (iii) to make it look like SCC wasn't singling out 'Niners for punitive treatment, SCC Health Officer rolled Santa Clara, SJSU and Stanford (oh yeah, and youth sports) into the prohibition.   

5.  My alternative jaded theory:  the County Health Officer knows that spread risk in county is San Jose and south; thus, if they were being targeted in their regulations, then they would only restrict SJSU and youth sports in South San Jose and further south county.  That, of course, would raise all kinds of general "unfairness" complaints by south county residents and probably invite the race card given profile of impacted communities.  Thus, the easy out is to just ban 'em all.  [I still think #4 is more the more likely of the admittedly jaded scenarios - I mean, didn't BC state that he thinks the SCC Health Officer doesn't appreciate 49ers' "values?"].    

6.  The most telling comment in the presser was by the Marin County Health Officer who, when responding to question about enforcement of new regulations, essentially admitted that this is an Honor Code thing.  The County needs to rely on the citizenry to be smart, reasonable, and not engage in risky (let alone unduly risky) behavior.  To the extent new lock downs "message" this point, there will be some incremental benefit to these regulations.  But the truth remains that regardless of what is or is not formally prohibited or advised against, people need to be freaking smart!

I can only speak about Marin and mostly West Marin. Masks are everywhere, few are not cooperating. Occasionally a tourist family will be seen on Main Street in Point Reyes w/o masks and people will cross Highway One to avoid them. Over the Hill in peacock country hardly anyone is maskless.

I can't speak for Bolinas which is really not part of the United States.

At this point there's really no excuse to "flying blind." There has been more than ample time to gather and analyze contact tracing and other data to better understand what is causing COVID spread - and equally more important what is not causing it.

In an ideal world the contact tracing data would have be gathered and analyzed. However, in the USA we have very poor compliance. Many people refuse to cooperate at all or do not give any contacts. That part of the picture is therefore denied us. In addition, much contact reporting lacks data about where the contact happened. The contact tracers are just glad to get names and hopefully some way to find the contact. Data beyond that isn't a priority. On top of that, the amount of analysis being done is pretty limited. Quoting Dr. Scott Morrow from August 6, 2020

I don't expect those studies ever got done. I expect everyone has been told STFU, as I have heard no more about it.

There is undoubtedly academic research going on that will eventually make it into print, but probably too late to do us any good next week. If the data existed in Europe, we could possibly gain some information there, although it may not apply in the USA in general or to California in particular. Unfortunately, I don't think that data source is prolific either. We are getting some data about spread in schools (or lack thereof), but even that is a bit patchy. In short, it is a hard problem that nobody so far has really "solved". Everybody is guessing. If we are lucky, we will beat this virus with a vaccine before we gather enough data to analyze the problem. At the rate we are going, it could take a while.

Anybody know if youth sports have been shut down with the new order? "Camps" have been allowed up until now, with stable groups of 14 and two coaches, but I can't seem to find anything about them in the new order.

Well, OF I think this provides a great example of confirmation bias.(Not an attack, I’m talking my own as well).  Because you and I look at this differently at times . I viewed the Q&A and the statements quite differently. First off by no means did Dr. Cody give the context of why Santa Clara hasn’t taken sports off the table (or issued that portion of their order in the first place). She simply reiterated their old order. There was no given reason as to why SCC did this and will continue to when no other county is. The question is at the 43 minute mark. In fact, both Berkeley’s and SF directors indicated why they did not do the ban. Empphazing the communication between the teams and the health departments and protocols in place. So what makes SCC different? Not asked.

 Of course these people are going to show compassion – if they can’t do that then they’re really in the wrong job. But I still don’t think they provided any real information. They spoke primarily in generalities as is often the case.  And they assed nothing to what Newsom had spoken about the day before as a need to put these regional measures in place.

 As to the question asked – no one asked a very simple question and that is “what was wrong with Newsom‘s regional trigger  provision” Because basically what they say over and over again is that they’re going to align with the state order we’re just pushing the timing up. Well why? What was wrong with what the state determined was the right trigger? It’s an obvious question to ask.  No one did.
