Surprised it's such a big difference. I have Comcast and have P12N but espnu requires the next cable tier up or the sports add on so I hate it when games are on espnu.

I feel your pain. Though I sign up for one week trial subscriptions with YoutubeTv a few days before the game, using a different email account each time.

I think that you have to be careful about sources and detailed words used.
available isn't subscribed, and Pac 12 regional networks isn't Pac 12 central.

ESPNU is "available" to 62.5 million according to the wikipedia article you quoted. Doesn't say anything about actual subscribers.
The wikipedia article on the Pac 12 networks says that Pac 12 is "available" to 90 million homes as of 2015. However it goes on to say only 12 million homes had subscribed (as of 2015), 19 million as of 2018, nothing stated more recent.

I'd guess they are close.
