Cal now has an NIL collective.
Their press release refers to Cal as “the worlds #1 ranked university” so they lost credibility there. A lot of focus on their relationship with Marshawn Lynch’s company.

I don't think this is an NIL collective. It seems more like an NIL facilitation engine in Cal-adjacent branding for current Cal athletes. It's like Patreon or OnlyFans, and that website that does quick videos that Joe Montana invested in IIRC.
An NIL collective is money collected to induce recruited athletes to play for a school. Its effectively boosters buying players through a loophole the NCAA doesn't want open, but has no ability to close.
I've seen no evidence Cal has put one of those together. Maybe this Marshawn Lynch- backed initiative is ultimately going to grow into such a thing, but Cal is losing commits because other schools are offering NIL deals as a lure to get players and Cal doesn't have anything to match.

You're thinking of Cameo (which is a cool platform albeit pricey IMO), and otherwise spot on. It's more of a "collective" in name only at the moment until it evolves into an actual booster-led recruit-inducement group.

One of the principles of this Cal NIL initiative posted on the Rivals board.
The gist is this group is not going to "break NCAA rules" and contract with recruits to sign with Cal in exchange for a guaranteed amount of money, as so many others are doing.
It seems the goal is to raise enough money from individuals and businesses so athletes considering Cal can see how much they can earn after they sign with Cal, not how much they will be guaranteed to sign with Cal.
Remember the old tales of players at Oklahoma getting paid to "watch an oil field?" The implication was players were given jobs that way overcompensated them as a means to get money to players. That's what I see this Cal NIL initiative having as a goal. The "market rate" for an endorsement may be $X, but the Cal athlete will get paid $5X so Cal can let recruits know how much they can make from NIL at Cal if they sign with Cal.
Of course, none of this addresses the big elephant lurking in the room - school paying football players when they are making so much money off media rights from unpaid labor. That issue will get sussed out over the next few years. It seems to me there is a real chance we see several schools break break their football programs out of the NCAA and other schools will still play NCAA football. Maybe the NCAA will get a playoff for its top division after all?

The future of college football…
The top 65 (or so) schools will break away from the NCAA and form there own entity under the leadership of the CFP. That will happen soon (within the next two years?).
Payments to players who attend schools that are part of the CFP “Division”. That will happen after the establishment of the division (within the next five years?).

Yes, but will the players need to be distracted by things like classes? It is so wasteful of training time to have to pretend to go to classes. It might cut down on who you can hire if they have to have graduated from high school. Just make them employees in this NFL-fodder league. And why are schools the only organizations in the entity? Why not the "Tuscaloosa Tusks", or maybe the "Juul Juggernauts", and the like? Outside people can pay the players to play or lose, whichever makes them the most money. When the CTE & PED class-action suits hit, the existing entity can just declare bankruptcy and be replaced by a new one.
