I'll do it for 1/4 of what Taylor was being paid.

To state the glaringly obvious, it's a weird time of year to be coach-shopping.
The closest recent parallel case for us and this situation is Northwestern, which not only fired Pat Fitzgerald at an even worse time (~a month before the season opener) but also is a fairly similar institution in terms of status, size, and commitment to football. They ended up appointing a caretaker from within the ranks (David Braun, who had just joined as defensive coordinator months before, so also had useful distance from the allegations against Fitz and his longer-tenured staff) who managed to coach himself into the job permanently after the team well outperformed their expectations. Not a transformative or flashy hire, and they may end up back in the market in a year or two if Braun doesn't turn around his downward trajectory of last season. But steadied the ship enough.
This isn't to say that's the _only_ path forward. We have the benefit of more time than Northwestern. What isn't clear is the amount of money the university is willing to bring to bear. Northwestern with its Big Ten money was/is in a better position from an operating capital perspective than we are here, but if President Levin and Andrew are really committed to changing the culture and performance of the program, perhaps they shake some money trees and find some additional resources.
The names we're going to hear in the next 24-48 hours from reporters will be agent-fed rather than search-process-principal-fed, so take them with a grain of salt. If I had to guess the most likely path, it'd be that we try and pull a hot, younger up-and-comer out of G5 FBS or FCS ranks who has energy, vision, and a distinct style of play and who understands the new world of NIL/social media/roster management better than the Taylor staff. But (and I confess zero inside knowledge here) I could also see a scenario where the search committee goes and tries to make a bigger hire from the ex-NFL ranks as UNC did with Belichick and then staff him up with the kind of lieutenants/coordinators that get those other new-world elements.

The indication from the story is that an interim will be appointed similar to Northwestern.
Stanford is hiring new (Republican)lobbyists to try to salvage the hundreds of millions of Federal funding that are at risk. I don’t think they are going to be spending big money on a football coach in this time of financial crisis. It would be a terrible look as well as financially imprudent.

Seems like Andrew is leaving that door distinctly open, yes, which is good and necessary negotiating leverage with any replacement candidates (don't put a gun to your own head to make a hire on a deadline). I think it's all dependent on the caliber of pool they can pull together/gain interest from.
As to the financial perspective and climate: football coach salaries have been a bone of contention since time immemorial. Winning solves all known problems.

What's Chris Petersen doing nowadays? Still seating on a chair giving 2 minutes of opinion at halftimes of games?

I liked him a lot at the time. And he had the right attitude, I thought.
Here's an interview with him shortly after he left the Washington job. He may not have the requisite desire any more. Or I could be wrong:

Since Levin is Andrew’s boss, he is not looking at this from a typical AD perspective. He is in a weak position in Washington, and any big spending on non-academic functions, particularly with a hiring freeze in place, would weaken his position.

Perhaps Stanford rolls the dice with a very young assistant who can credibly fit the "up-and-coming" label and will work for peanuts, relatively speaking.

I thought the head coaching position is endowed? How would a risk of a loss of federal funding affect that?
The bright side is that Stanford is competing with no one for a head coach. The downside is that any coach who would jump programs, especially laterally, during spring football with the portal open in a couple of weeks is kind of a bum. Also, expect most of the players to leave this spring unless they love the interim or have no other options.
I'd go the interim or promotion route. Find a Peterson or talking head or former standup coach who agrees to clearly take a one season, steady the ship job while they search for someone more permanent. Or take a flyer on a cheap assistant and either that person wows or is disposable.
Much like UVA in hoops when Bennett suddenly retired. Sanchez took over, had a horrible season, and now they have Odom the Younger, who seems pretty promising. Next year was going to suck anyway. Tear the program down to the studs and build it back up. They really need another Harbaugh, regardless of his foibles.
Another reason to go temporary/interim is to let a new AD come into the situation with control over THE major hire.

Yep, this is a great point. Any top-tier AD they'd want to get is going to want to make the call on this hire, so the searches are intertwined.

Head coaching position is endowed to a certain point. A top coach would ask for more.

How about this guy, former Wisconsin defensive coordinator, who coached with Stanford's defensive coordinator/outside linebacker coach and Stanford's d-line coach. He is currently coach with the Denver Broncos.
Or former Wisconsin head coach Paul Crist.

Bob Gregory with previous experience as an interim HC at Boise State and UW could be an in-house candidate.

They are going to need galaxy-class recruiters and strength coaches, with substantial player retention skills.

Taylor? Check.
Addition by subtraction.
