For years, I proselytized about abandoning the amateur rule by the NCAA altogether, which would naturally imply free movement between pro and college teams. If a kid decides professional ball is not working out for him, why not enroll in a college?
I find the transfer portal far more subversive - because, as goody two-shoes as it sounds, the academic element of college sports means a great deal to me. What all the wheeling and dealing with transfers has done is transform college sports from the student athlete model (athletics are only one more extracurricular) to club sports, a very dubious change.
I really don't care where an athlete's money comes from, granddad's trust fund, or NIL, or a pro contract. None of them affect academic continuity. But the transfer portal does, big time.
