Maybe. Maybe not, according to Matt Yoder. An amendment to the College Sports Act could jeopardize the ACC's existence. A Florida senator wants to open a 180 day, one-time grade window for schools to jump conference ship. Given the less-than-salubrious television contract, perhaps some of the ACC"s schools may wish to depart for greener pastures.

At the moment it's hard to believe this amendment has any chance of passing.  How many teams throughout the country would want to throw college sports into chaos?  But who knows what the future holds?
