Willie Brown is correct in his column. Their plan to finance the stadium through the "Endowment Seating Program" came up, well, a bit short - their goal was $309 million, and only $35 million had been collected as of March 31, 2012. (Their website containing the quarterly financial reports has not been updated since March even though they promised transparency.)
Their vice chancellor talked about going after other revenue streams. One was naming rights. As an example, Overstock.com (and previously McAfee) pay to have their name attached to the Oakland Coliseum. They get publicity for 82 A's games and eight Raider games. I can't see a corporation handing over any significant amount of money for a stadium that hosts just six events a year.
The vice chancellor also suggested renting out the stadium for non-football events. He's dreaming. kal has to deal with the Panoramic Hills Homeowner Association, the neighbors who have fought tooth and nail against anything beyond the regular schedule. In case you think this association is insignificant - in the late 90's, Fox Sports had the Pac-10 television contract and usually had to televise night games, because ABC had the rights to the usual afternoon slots. To save money on the temporary lights, Fox was going to give to each Pac-10 school permanent lights. But kal could not accept them - even though they were almost a million bucks and free! - because that neighborhood association opposed it.
