I note that the article that pops up when clicking on their link for their methodology, doesn't actually give their methodology. It indicates that in some unspecified manner they include: past seasons (some number - apparently with decreasing weight), who's returning - probably some version of returning starters, whether the team has a new coach - probably head coach, and previous years' recruiting rankings.

Surprises include: Alabama only #4, Michigan State at #24, UCLA with lots of returners all the way up to #5, ASU losing an entire defense still at #16, UW-OSU-ND all in a close to tie at #27-#28-#29.
