A few things to remember here.
All four California schools pushed to keep their traditional rivalries intact. Stanford was clearly all onboard as well. As far as I know, Stanford does not wish to put an end to this nonsense.
Whatever the nonsense creates, it's probably not a gross competitive disadvantage - or gross anything.
If we didn't have this exemption, we would randomly play each south opponent 4 out of every 6 years. In other words, the rivalry agreement gives us on average 1/3 more games per year against S.-C. and UCLA than we would otherwise have.
To figure out what that would do to our record, we might assume that we have a 70% chance overall of winning against the other 4 and 35% against the LA schools. That seems like an over-estimation to me but we gotta choose something. That gives us 0.23 fewer wins per year or a change in 1 game every 4 or 5 years.
To balance that, we are presumably in a better recruiting position for the talent-rich southern California region. After all, every team in the Pac wanted to be play in LA as often as possible - not just Cal and Stanford.
How many wins per year is that worth?
Of course it is not quantifiable, but presumably some fraction of the 0.23 fewer wins in the first calculation.
To further balance the situation, to the degree that strength of schedule ever really ends up meaning anything there would be a benefit in the presumed tougher schedule; i.e. those games against the LA schools would lead to a stronger schedule - at least to the extent they actually are harder to win.

I don't really know if playing the LA schools every year is an overall good idea or not. I like it because I cherish those games themselves. I understand others do not.
But either way, it's not that big a difference in our competitive situation.
