My understanding was this was negotiated with CO and Utah up front and a stipulation of joining the conference.
Rumor was Larry Scott promised Utah and/or Colorado that they would be in the same division as the LA schools. Nothing confirmed.
That seems strange, as Utah certainly didn't need any enticement to join the Pac - and really Colorado didn't either.
Either way, it's clear that Utah and Colorado - or some alliance of schools more nervous about Stanford and c.a.l than Utah and Colorado - ended up with more political pull on this issue than we had.
