I really thought that in the case of a graduating player going to a different school all that was needed was the new school to offer a graduate program that the old school didn't, something that should be pretty trivial to fulfill unless the player in question really wants a degree everyone offers. I thought that, in that case, at least, the former school had literally no say at all in it.

I admittedly haven't been following this too closely since my computer died on Saturday so I haven't really had the computer time to look at these forums until today.
