Does that 38 billion gallons include the half of our total water supply that we flush into the Bay to achieve environmental objectives?
No, total runoff in California is 70 million acre-feet in an average year. That's 62 billion gallons per day, of which we use 38 biilion. Thus unused runoff is about 24 billion gallons per day, or about 40% of the total in a normal year. This runoff keeps the streams and rivers open.
