By the way, is it "delay of games" or "delays of game"?  "Delay of games" implies that a of exceedingly large proportions snowstorm delayed the start of multiple games at one part.  "Delays of game" implies that two penalties delayed the same game.  But I never knew the rule and "delay of games" sounds more correct.

I think the copy editors among us would say it's best to reword and avoid the awkward and pedantic sounding construction. In other words, wimp out and say "two delay of game penalties."
