Not to dispute your overall point, but "well ahead" refers not to the benchmark, but the schedule for achieving it. (Then again, the reporter doesn't reveal the schedule, so the reader has to take his word for it.)

I looked up the schedule. The plan was passed in fall 2014.
It appears the schedule is supposed to be:
40% by class of 2015
60% by class of 2016
80% by class of 2017

Kind of scary that 40% had to be specified as a target.
