I don't think this is true. I think secondary and DL are complementary, and that strengths in one can mask weaknesses in the other, but only to a certain extent. You need a certain level of performance from the DL (and pass-rushing LBs) to allow a good secondary to shine. After all, given 7 seconds to throw pretty much any QB can find someone open.
