I remember Robert Smith on air saying that Toby didn't deserve it because his team was not top 10, despite his having much better stats. Then, for Luck two years later, somehow being a top team didn't matter. That's why I'm convinced McCaffrey doesn't have a chance.

I remember that, and someone else saying the award should go to a black player.  His absurd rationale was that since white QBs win, running back winners should be black.  Of course, I am sure he found some other rationale to vote against Luck twice.  I heard someone on the radio this morning say he couldn't vote for McCaffrey because he hadn't seen him enough.  It doesn't matter.  There will always be one excuse or another.
