The first tie-breaker is actually the head-to-head winner, assuming that the North champ and the South champ play during the season. Second tie-breaker is based on which team is ranked higher in the BCS standings.
It does seem quite likely that if Stanford advances to the Pac-12 championship game, the game will be played at Stanford Stadium. ASU and Utah would seem to have the best chances to make it from the South, given that U.S.C. is ineligible. We don't play either ASU or Utah during the regular season -- so there would be no head-to-head tiebreaker -- and we start the season well ahead of both teams in the polls.
