I was told by phone at ~ 2:30 pm that it was supposed to go live sometime between noon and 5 pm.  At 5:10 pm I first saw the Register Now button.  After multiple unsuccessful attempts to log on, I finally got to the Welcome Screen [the first of seven listed steps].  After ~ 15 minutes at the welcome screen, I got the same "site closed" message.  So...about 45 minutes trying to access and no luck.
