That appears to be the case. The Chargers are either going to try to use their option to join St. Louis as leverage to get a good stadium deal in San Diego or will pay lip service to doing so knowing that they have one foot out the door. For a variety of reasons, leasing the Inglewood stadium from the Rams is sub-optimal, but then again, staying in San Diego when at least one team moves in less than 150 miles away is also sub-optimal, even if they get a shiny new stadium out of the deal.
Not sure what the Raiders do. Theoretically, they could join the Niners in Levi's stadium, but my guess is what they really want is a new stadium to themselves.
