No way you are going to convince Colorado, Utah, Arizona and ASU to leave the Pac-12 South to join a division that is mainly based in Texas. That is enough votes to stop expansion right there.
I agree that there is some simplicity to 4 power conferences, but they aren't going to be the same size.
