I've assume the Anybody But Stanford Cup multipliers for some sports has to do with how much those sports are on ESPN.

In the early years of the US News university ranking we were ranked relatively higher, occasionally even finishing 1st, until they perfected the formula so it most accurately reflects each school's relative merit. Similarly, perhaps it's merely a matter of continuing to refine the formula until Stanford is in its proper place in the athletic standings.
