This is an example of how ordinary citizens often (understandably) don't understand the context and rules when they interact with the legal system. Parts of her letter--some of what people are reacting negatively to--address why she thinks he was innocent. Of course that type of argument does not belong in her letter. She also did not understand the letter could be made public. She is probably being made to suffer unduly because of her lack of understanding.
