Perhaps, but his larger point is that the solution to the problem of rape in college lies in middle school & high school years and the most important thing is parenting that teaches boys to value & respect women.

I'd say that's the solution to a lot of things.  Is the reverse true as well?  If we mandate one but not the other, does that frame the other as less important?
