Franklin was not a scratch.
Schmidt, Ledecky and Smith were locked in for three spots; the eight US team coaches got together after the morning prelims and decided that a fresh DiRado gave the US the strongest lineup for the final as opposed to having Franklin, Marsalis or Runge swim again. Franklin swam well in the morning (second best split on the US team) but it wasn't enough to convince the coaches, regardless she receives a gold.
