Burns is a better runner, but the margin isn't as great as some might assume.  I agree with Publius that Burns started behind Chryst in the mental aspect of the QB position, but he has in fact caught up to Chryst.  Burns is on an upward trajectory.  The only question is what is his ceiling.  Can he make throws in tight windows in clutch situations?  Accuracy and decision making is so critical at the QB position.  The fact Burns was named starter suggests Chryst just isn't as accurate as Burns, but given it took so long for Burns to separate, it doesn't give you a lot of confidence in Burns' accuracy either.

That and game day decision-making, courage in the face of live fire, etc.  Won't really know until his third or fourth series, I imagine.
