The return team players on the front line are generally not good receivers, unless an on-side kick is expected. They are there to block. If the player gets out of the way the results would be similar to a squib kick. The risk of the return team getting the ball at mid field is less than it would be for a normal on-side kick.
Kickers at the college level are more accurate and put more velocity on the ball too.
All on-side kicks are more likely to succeed when the return team doesn't see it coming. With this approach, the kicking team could line up pretty much the way they do for a normal return.
Perhaps this would only work a few times, but I would really love to see it happen, against U$C.

Anytime the ball hits a front line player on the return team, the ball will most likely bounce towards the kicking team. The likelihood of someone on the kicking team getting the ball is greater.
In this video, the player who got hit didn't have much time to react.

I doubt that the kicker aimed for the head. A waste high shot would make it harder to get out of the way and the bounce would most likely be in the direction of the kicking team. But, you are right about the safety issue.
