Is it targetting anytime a ball carrier gets hit helmet to helmet? Owusu took like 5 steps from when he secured the catch to the hit I don't think he counts as defenseless anymore

MT posted the rules.  Probably not a defenseless player.  But a hit with the crown of the helmet is targeting regardless of whether the player is defenseless or not.  Add to it that the LB "launched" by leaving his feet, which is considered an indicator of a worse foul.
