I think the Pac-12 league office has an obligation to the players, coaches, and fans, to make a clear and unambiguous statement about its position on the Owusu hit.
Not only does the Pac-12 enable head hits when its officials don't rule targeting on hits like the one on Owusu, it exacerbates the situation by failing to inform ball carriers that they need to protect themselves from being hit like this, because it won't be called a penalty. Maybe if Owusu knew he could be hit like this without penalty to the defense, he might have made sure to duck or start going down to avoid it.Â
