Since pretty much everything is banned from going into stadiums, maybe all the instruments will have to be kazoos.

I suspect kazoos would be declared "artificial noisemakers" and confiscated. Maybe reusable water bottles can be adapted, perhaps using some sort of implement from concessions for percussion.
