Unless I'm misunderstanding the timeline, it sounds like the fix was in long ago:

There is no way all of the things that are reported to have happened in selecting this replacement band took place between last Friday and right now. More likely, the administration decided early this year there was no way they were letting the Band go to another Bowl game...
A great opportunity for these HS kids, and I hope they really enjoy it.
But, the administration is [are?] a bunch of weasels...

looks like first contact was before 04 Nov based on the part below from the original article. The Big Game travel ban was announced on 15 Nov so this appears to have been in the works before that ban was announced
Earlier this year, one of those Sun Bowl officials made the trek to the High Desert to watch Hanks take on Horizon [game was on 04 Nov] for the final game of the season. During pregame, that official watched as the drumline rehearsed nearly non-stop prior to the game; he admired their talent and work ethic, and looked forward to seeing them in action later that night.
Unfortunately, the performance never took place as a severe storm moved through the area, forcing the band during senior night into the safety of the band hall. But the warm up stuck with the representative, and Horizons name was passed along to the Stanford officials.
A few weeks and several Horizon High Band YouTube videos later, those same Stanford and Sun Bowl officials met with Principal Acosta and decided the band was the right fit for the job.
