Perhaps "overreach" was the wrong word. But the intent of the statute is clear. The first rule on resolving ambiguity is to see if the intent of the language can be clearly ascertained. This court seems to have looked for and found, arguably, an ambiguity and used that to justify a ruling that favored the party they favored. Perhaps a better word is judicial activism.
