I have heard that the staff views Costello as a better long term prospect. (Perhaps they view Mills as even better longterm but given his injury a non-issue for the moment.) But, the one red zone package we saw was a wildcat-ish/Hogan early 2012-ish play for Burns. (Burns ran for 8 yards to the Rice 1 yard line on the drive that put us up 35-0.)
I suspect that Costello is simply going to be the backup for this year, barring trouble.
