I would assume it is at least partially a question of how badly the UCLA movers and shakers who would have to come up with the money want him out.
I wonder if Chip Kelly is on the their radar screen.

He certainly is on the radar screen of those wanting to replace Mora. Whether UCLA is on Chip Kelly's radar screen is more to the point, and as far as anyone knows, it isn't. There are lots of issues that probably work against such a deal.

Yeah, you'd think there are plenty of well-heeled UCLA fans. Whether they'd be moved to stump up the cash, well...

There are, and if they knew they could get Chip Kelly, the cash could be raised. However, many of the UCLA faithful are a bit burned out on coaching changes. They have gone through a series of "saviors", and it didn't work out. So it seems to be "show me the man and I will show you the money". The AD is under a lot of fire. He has a record of at least 3 coaching hires (for football) that didn't work out. The AD is also under pressure from "corporate" UCLA to not spend beyond the program's means. So he would have to raise the money to fire Mora from the UCLA boosters, then raise the money to hire a new coach from the same people. That's lots of money. Then he would have to get buy-in from the rest of the university, which is probably not a given, considering the dollars involved. On top of that, nobody has confidence that the AD has any idea what he is doing, so that makes it an even harder sell.
I must of necessity add that this is my opinion based on what I have read. I have no independent verification of these statements.
