Not quite.
1963 is when the band went on strike because the university fired part time employee, and long time band director, Jules Shuchat (also of former Shuchat Photography - then Keeble and Shuchat Photography). The band was very suspicious of this new guy they were bringing in to replace him, one Arthur P. Barnes.
I understand the band missed playing at a game or two, and the solution to the strike was an agreement that the band would become a student run organization, with that Barnes guy as an advisor.
Scattering came about a few years later. I heard it may have been around 1970. The band was doing some kind of show about commercials and commercial jingles, and were trying to put something like a dozen different formations/jingles into the show. That left no time to march between formations, and the solution was to just run like mad.
Or so goes the lore that was handed down to me.
[I can confirm nothing.]
