The entire list of names was supposed to remain confidential, so if Manfred identifies the false positives he is confirming the remaining names as being guilty, which essentially violates the agreement between MLB and the player's association. By stating that there were a significant number of false positives he undermines the entire validity of the information which was leaked, which is probably what both MLB and the player's association prefer.
