That being said, if you wanted to sew doubt into a list of names that wasnt supposed to have been released, the best way of doing so would be to allege that ten names on that list were false positives, but,sorry, the false positives cannot be divulged, so there is now some element of doubt about all of those names.
Sorry, but the injustice done to the false positives, if there are indeed false positives, of leaving them hanging on the list is much worse than the injustice done by inadvertently outing the true positives despite an agreement not to.
