In Spain, the soft 'c' and the 'z' are pronounced as a 'th'. But that is a Spain thing.

As someone else alluded to, it's a Castilian thing, it's not universal in Spain (and my experience in Castilian territory is that no one really does it any more anyway). I vaguely remember something about there being more variance in the way Spanish is spoken in Spain than in Latin America, despite the latter being way larger.
