I've always thought you make a mistake if you take what football coaches say at face value.
What Shaw perhaps means is spring ball matters, but not as much as you might think it would.
Since Shaw's comment was in reference to number of QBs on the roster, I think what he means is it doesn't matter if QBs participate in Spring or not. The reason might be that there are so many volunteer workouts where QBs and receivers get to practice route running, throwing, and catching. Mills and Costello are at this point expected to participate in Spring drills, but reading between the lines, you might expect Mills and West to get most of the reps. We'll see.
