Have to think outside the box; that's what makes our university special.
Have a few sets of drones that can rotate out each quarter. Use a blimp-like design that doesn't use much energy to stay in place. When your requirements are simply holding a position versus needing something super-maneuverable/fast you can alter the design of the drone to be more suitable for that use-case.
