Not only was Ginn Jr. out, but even if Williams was "dazed and confused," Terrell Brown, the third option as a PR, was also out.  I guess they could have used Kendall Hunter as a PR, but they probably had never seen him catch punts and didn't want to risk him doing it in the windy and wet conditions.  The instructions should have been for Williams to fair catch everything, and if you hesitate at all, get away from the ball!
