Why do you think the new infections are mostly in young people? Maybe old people are being more careful?
That would be my leading theory. As states and cities have opened up, the people who have been most likely to take advantage of their newfound freedom are probably younger, sensing lower risk to themselves if they were to get infected. Older people, at higher risk of hospitalization or death are appropriately being more cautious.
But it's just a theory.
