Title IX equality is determined by three prongs.  One is relative balance of athletic opportunities provided to women.  This is not measured by "# of sports" but by actual roster spots.  If your co-ed sailing team has eight women and five men, that's a net win toward Title IX compliance.

Except, as an example, our sailing team has 12 women and 6 men.
Colorado's ski team has 14 women and 11 men.
Kentucky's rifle team has 5 women and 6 men.

Maybe we pick up one roster spot if we do rifle?
